SIVENStaffing in Venezuela

Solutions

Build the workforce behind your Venezuela project.

Project staffing connects your scope of work to a workforce plan, a recruitment sequence, an employment arrangement and a mobilization schedule that matches your milestones.

Where this fits in the employee lifecycle

  • Recruit
  • Employ
  • Onboard
  • Pay
  • Support
  • Offboard

Highlighted stages show where this service can support your team. Your proposal confirms the scope and any additional services you need.

The problem we solve

Project workforce planning usually starts too late. The bid is priced with assumed rates, the schedule assumes people are available, and recruitment begins after award — when the mobilization date is already fixed. The gap shows up as delayed starts, rate surprises and supervisors doing work three levels below their grade.

What you get

A workforce plan tied to your project phases, a sourcing sequence that starts with the roles that take longest, a defined employment and payroll arrangement for each category of worker, and mobilization tracked against your dates.

Project staffing explains who employs, who supervises and who supports each person. Those three roles are named in the proposal, not assumed.

Is this the right service for you?

Start with your business need. These examples can help you decide; if your situation is different, tell us what you need to achieve.

  • You are bidding work in Venezuela and need defensible workforce cost inputs.
  • You have been awarded a contract and the mobilization date is already fixed.
  • You need a full crew — technical, supervisory and support — sequenced against your phases.
  • Your project is not oil and gas, and you still need a project workforce built the same way.

How the engagement runs

Your proposal defines the scope, responsibilities and milestones, so you know what SIVEN manages, what your team decides and what happens next.

  1. 1. Scope to workforce plan

We break your scope into roles, quantities, durations and phase, and identify the roles with the longest lead time.

  2. 2. Cost structure for the bid

A workforce cost structure you can price a submission with, quoted as a discrete piece of work at bid stage if you prefer.

  3. 3. Sourcing sequence

Recruitment runs in the order the schedule requires: scarce and long-lead roles first, support roles timed to mobilization.

  4. 4. Employment per worker category

The employing party for each category is named before mobilization — your entity, an EOR arrangement where appropriate and available, or a contractor engagement.

  5. 5. Mobilize, rotate, ramp down

Onboarding, site readiness, rotation, replacement and ramp-down tracked against your milestone dates.

How SIVEN supports your business

Every sector, not just energy

Construction, manufacturing, infrastructure, technology deployments, telecoms, mining and services projects are built the same way.

Useful at bid stage

Workforce assumptions made during the bid are what your delivery schedule inherits. That is the cheapest moment to get them right.

Three roles named, never assumed

Who employs, who supervises and who supports each person is written into the proposal before mobilization.

Support past mobilization

When the project moves into operations, the same team is supported through ongoing employment, payroll and workforce administration.

What happens after you contact us

Send the scope, locations and milestone dates. We come back with the workforce breakdown, the long-lead roles and what we need to price delivery.

What this service includes

  • Workforce breakdown from your scope: roles, quantities, durations and phase
  • Sourcing sequence prioritised by lead time and scarcity
  • Workforce cost structure for budgeting and bid support
  • Recruitment delivery across technical, supervisory and support roles
  • Employment arrangement per worker category, documented before mobilization
  • Onboarding, documentation and site-readiness coordination
  • Rotation, replacement and ramp-down planning
  • Ongoing workforce support through delivery and into operations

What we need to build your proposal

  • Project scope, location and phase — exploring, bidding, awarded, mobilizing, operating or expanding
  • Milestone dates, including bid submission or mobilization date
  • Roles and quantities by phase, if known — or the scope for us to build them from
  • Work pattern: residential, rotational, or mixed
  • Whether you hold a local entity, or will need an employment arrangement
  • Client or contract requirements that affect who can be engaged and how

Who is responsible for what

  • SIVEN builds the workforce plan and delivers recruitment against it.
  • The employing party for each worker category is named in the proposal before mobilization — your entity, an EOR arrangement where appropriate and available, or a contractor engagement.
  • Day-to-day supervision on site sits with you or your nominated supervisor unless a different arrangement is documented.
  • Worker support, escalation and reporting routes are set out in the service agreement.

How pricing works

Your proposal separates compensation, applicable employer costs, agreed benefits, service fees and any project-specific expenses.

  • Project staffing is quoted against the workforce plan: recruitment by role group, employment or payroll support per worker per cycle, and any mobilization-specific items shown separately.
  • Bid-stage support can be quoted as a discrete piece of work so you can price your submission before you commit to delivery.

We do not publish “from” prices. A number without your roles, work pattern and employment arrangement behind it is not a price you can plan with.

The experience behind this service

Project workforce methodology follows Gracemark's group experience mobilizing workforces for contract delivery. Ask for the relevant Gracemark references during the proposal stage.

A common next step

After mobilization

When the project moves into operations, the same team can be supported through ongoing employment, payroll and workforce administration.

Questions buyers ask

We are still bidding. Is it too early?
No — bid stage is the most useful time. Workforce assumptions built during the bid are what your delivery schedule inherits.
Who employs the project workers?
Whichever party is named in your proposal for that worker category. We do not leave it implied.
Can you support rotational and fly-in patterns?
Rotation patterns are scoped explicitly, including travel and rotation costs shown as their own line in the proposal.
What happens when the project ends?
Ramp-down is planned with the mobilization, including notice, final payments and any transition of retained roles into ongoing operations.
