If you direct the person's hours, methods and priorities, that is employment whatever the paperwork says, and an Employer of Record is the appropriate route. A contractor arrangement suits genuinely independent specialists delivering a defined scope.

Will your proposal pass a procurement review?

Proposals are written for that purpose: itemised cost lines, defined responsibilities for each party and the scope stated in writing rather than implied.
